The town of Essex and the Town of Essex are not the same thing — the municipality also contains Harrow, Colchester, Cottam and McGregor. A listing addressed "Essex" may be twenty minutes from this town centre, which is the reason this area exists separately.
Housing stock spans a century, and the pre-war part carries the usual findings: knob-and-tube, galvanised supply, clay drain tile. Price the inspection findings rather than hoping.
Outside the serviced core, properties revert to well and septic quickly. Confirm servicing by address before assuming municipal water.

Essex is the old railway town at the geographic centre of the county, built around Talbot Street. It has full municipal services, schools, a commercial core, and it is roughly equidistant from Windsor, Leamington and the lake.
